You can take the fish and pump home or leave them in the pond (if it has an area of 4 feet deep) with a de-icer in the pond. There must be a hole in the ice to let the fish breath.
New Ottawa Bylaw: Permits for Pool Enclosures, Ponds and Hot Tubs
If you have an existing pool (including above ground pools) or hot tub or pond with a depth of 24” or more you must now obtain a Pool Enclosure Permit at a cost of $200. This permit is required under a new bylaw designed particularly to protect young children. There are requirements for items such as fencing and keeping gates locked. Go to Ottawa for details. If you are building a new pool, pond or adding a backyard hot tub, you need a site plan to apply for a full permit. Ensure that your contractor obtains all the necessary permits prior to starting construction and be aware that you cannot change drainage features such as swales or catch basins or impact neighbouring properties.
