Ottawa mayor loses bid to shrink city council
Watson's motion defeated 15-9, city council to remain 23 in size plus the mayor （ZT）

Shrinking the size of council is one election promise Mayor Jim Watson won’t keep. Watson tabled a motion Wednesday asking staff to establish a process to review the city’s ward boundaries.

He was trying to make good on a campaign pitch f rom 2010, when he vowed to trim council from 23 councillors to between 14 and 17 councillors plus a mayor to save $2 million annually.

It was the first time this term most councillors formed a collective voice against a major policy proposal put forward by Watson, who lost the vote 15-9.

Watson didn’t lobby his colleagues for support and he encouraged councillors to vote against it if they truly didn’t believe in changing the wards in time for the 2014 municipal election.

“It was part of my platform and I lost the vote, so obviously I’m disappointed,” Watson said.

其原因，我两年前在《渥太华果真是最适合居住的城市吗？ 》中就提出了。

几乎任何一位市长都想减少市议员的人数。原因是目前的效率太低下了。前任市长简直对此恨之入骨。但是O'Brien是敢都不敢提，因为他知道那是自取灭亡。
Watson说的每年节省$2M经费，只是个借口。真正的核心，是增加市长权利，提高议事效率！

现在被否决的主要理由，是渥太华市的地理面积很大。
但是，稍微长脑子的人都会想到。议员工作的主要内容，是和人有关的，即和人口成正比。月球倒是地皮大，可一个议员也不用，因为没有人。
地皮大，是会稍微增加一点工作量，但非常有限。
