Hello everyone:
I hope everyone survived tax season.
CGA Ontario and your designation needs your help - again.
As you are aware, Prof. Ron Daniels of the University of Toronto Law
School,
was appointed to make recommendations concerning a new system for
licensing
public accountants. Prof. Daniels reported to the Attorney General on
April
1, 2003, and despite our requests for the release of the report, he has
yet
to do so.
Worse still, the Attorney General has now asked the three accounting
bodies
to file submissions on the issue of the appropriate licensing standards
for
public accountants. Our position has been, and remains, that the
licensing
criteria or standards should be established by a newly constituted
Public
Accountants Council composed of a majority of non-accountants along with
equal representation from the three accounting bodies. In other words,
the
preparers and the users of financial statements should develop the
licensing
criteria and ensure that they are designed to protect the consumer and
the
investing public.
By calling yet again for another round of consultations, the Attorney
General is delaying the implementation of the Daniels report and the
preparation of regulations that support the principle of equal access to
public accounting licences for all professional accountants who are
competent and qualified in public accounting.
We are asking you to help get the regulation written by faxing, calling,
writing:
1. the Hon. Norm Sterling, the new Attorney General, and
2. by copying your letter to your MPP and Premier Eves
We need to remind Minister Sterling that the licensing issue has been a
subject of review, consultation and government task forces for over
thirty
years. He also needs to be reminded that both the Red Tape Commission
and a
trade panel under the Agreement on Internal Trade have called for
definitive
and specific changes to the regulation of public accounting and that now
it
is time to act.
We need the regulations prepared so that Bill 213 can be proclaimed in
force. This should be done before the upcoming election. That is why it
is
important to write your letters as soon as possible. You may access more
