IP phone is easy to block a caller. Just setup a filter and block this number.

I don't use CIK so don't know the detailed steps. As a customer, you can call them for help.

I use voip.ms and easily setup the filter using their website.

It's a robo-call from an overseas trolling/phishing outfit; they are getting more savvy all the time, and now offer call-back services in French.

The callers are using (a.k.a. "squatting") an unregistered or out-of-service telephone number from the Canadian province of British Columbia. The 250 area code itself covers a huge geographic area, and as such, encompasses many cities and literally hundreds of thousands of telephone numbers, so it's relatively easy to program a computer to search phone listings until it finds one that is out-of-service; these numbers are stored for future use, and as they are currently out-of-service, what you see on your call display is meaningless as well as untraceable.

The computer then dials telephone numbers in other area codes until one picks up. If you answer the call, and listen to the recorded message concerning "reducing your credit card debt under the financial stimulus plan" you are presented with an option to "press one" to speak to a "live agent" who will purportedly assist you. Of course, it's a scam, and your call is re-directed to somewhere overseas, e.g. India. If you have relatives in B.C. who call you from time to time, make sure you identify the number before you pick up the call. Solution? Don't answer, or let your answering machine take the call.

Despite the highly-touted Do Not Call registry created by the government, the CRTC has an extremely limited capacity to actually enforce the Do Not Call list, and as the calls may not originate from Canada-- despite the 250 area code that appears on your call display-- it's unlikely the CRTC can do anything to stop this annoying practice.
