Impark is just a parking management company home in Vancouver, they sign a contract with the landload like hospital, gov, ... land (all these PRIVATE property, not belong to city). They collect the money, repair equipment, patro, and issue ticket, split the revenue share with landload.
If you parking in the private place, it is your responsibility to pay the parking fee. If you want to save, parking in free place.
The people in patro department get base salary and commision from issued tickets which is perfect fair. Their boss reveive patroer driving mileage every working day, so they have to drive all the time to patrol, to protect landload interest. same, do you like people parking in your home free?
A manager will take complaint and investigate teh case, if an patro issued certain tickets with mistake and finally is dismissed, this employee will lost bonus -- means not the more ticket, the more commision, have to be correct.
keep in mind, if you get ticket from impark more than 2 times without pay, they will tow your car away. So if you donot want to pay the ticket, call them first to complain, or do not parking in any lot which managed by them, or change the licence plate.
I was working in their head office in vancouver as a summer student job many years ago, their policy maybe changed now, just for your reference.
