I think Rogers' good, but only if you know how to deal with them.
My expereince is that, whenever you want to cancel, they'll give you very good deal easily. If you are not happy with your current price/speed/limit or hear someone's getting a better deal than you, just call them to cancel and they'll give you the same (if not better) deal.
