Traveling With Baby Formula, Breast Milk, And Other Liquids For Infants And Small Children

In September 2006, TSA enacted rules for carrying liquids, gels and aerosols in carry-on bags. All liquids, gels and aerosols must be in 3.4 ounce (100ml) or smaller containers, and packed in a one quart, zip-top bag. Each passenger can take one zip-top bag in their carry-on. Larger quantities of liquids may be packed in checked bags.

Medically necessary liquids and gels, including medications, baby formula and food, breast milk, and juice are exempt from the 3-1-1 rules, and are allowed in reasonable quantities exceeding 3.4 ounces (100ml). They are not required to be in a zip-top bag. Officers may ask travelers to open these items to conduct additional screening and passengers should declare them for inspection at the checkpoint.

Please be advised that passengers going on long trips should only carry on the medically necessary liquids and gels needed for their infant/toddler’s immediate comfort during the flight. Please pack larger amounts of liquids for the remainder of the trip in a checked bag.

Lastly, avoid any additional hassles by making sure nothing you plan to pack is on TSA’s list of prohibited items.

Food

Food is not exempted from the above liquids, aerosols and gels restrictions. All liquid food in your carry-on (for example, yogurt, pudding, peanut butter or jam) must be in containers of 100 ml or less. All containers must fit in the same clear, closed, resealable 1 litre plastic bag, as all other containers of liquids, aerosols or gels you are carrying.

Drink or discard any beverages in containers over 100 ml before pre-board security screening. Solid food is permitted in both checked and carry-on baggage.

Exceptions for Liquids, Aerosols and Gels

The following are allowed in your carry-on without a bag and in containers over 100 ml:

If traveling with an infant under two years of age (0-24 months), baby food, milk, formula, water and juice in small containers and reasonable amounts for your itinerary. Gel or ice packs are subject to the liquid restrictions. We recommend that passengers freeze a bottle of milk or formula or carry a small bag of frozen solid vegetables (peas, for instance) to keep their baby products cool.
Passengers flying with or without their child will be permitted to bring breast milk in quantities greater than 100 ml provided it is presented to the Screening Officer for inspection prior to screening. Gel or ice packs are also permitted.
Prescription and essential non-prescription medicines.
Gel and ice packs are exempt from the restrictions on liquids when used to refrigerate breast milk, medically necessary items and medication (as long as it states on the label of the medication that it needs to be refrigerated or the passenger has a doctor's or pharmacist’s note).
The above items, although allowed in your carry-on, are still subject to security screening. The items must be removed from carry-on baggage and placed directly into a bin at the entrance of the checkpoint, as additional screening may be required.
