On your front yard part, your neighbor has to build the fence (assume 6 - 7 feet in height) inside their own property line to follow the Ottawa city bylaws.

•The maximum height for fences on residential properties is 213 centimetres (7 feet), with the exception of the front yard for which the maximum fence height is 1 meter (3.28 feet).

Also you may ask your neighbor to check the bylaws as well. If the retaining wall (in their backyard part) is over 1.5m (as you said), they should be chain-linked for safety reason.

Inside the property line, yes, it is backyard.

But if the fence is along the property line(that's the "share" part about), then it is part of the backyard;part of the front yard.

LZ has a reasonable reason to reject his neighbor's proposal...

The retaining wall should have been chain linked - it was builder's mistake..

Quick update:

Just got a call from City By-law officer who told me that my neighbor is able to build up to 7 feet height fence using good quality material within their own property, it doesn't matter if the material is chain metal, wood, or PVC. And since there is no benefit to my side, I can say no for the cost sharing. No by-law regulation for cost share and how far they should build within their property.
