MONTREAL — Negotiations to settle the Quebec construction strike broke down overnight.

The talks had resumed, in the presence of a provincial conciliator, on Sunday night.

In the absence of any rapid settlement, there was speculation that members of the Quebec National Assembly could be convened Tuesday to vote on return-to-work legislation.
