政府工level问题

Generally the process is very long, don't give up so easily.
My sister takes 3 years to get into DND.
Took mine about 8 months..

The level or salary is usually determined by hiring manager, who should base on your skills and experience...it's your responsibility to negotiate with him/her...you can call, email, but most effective is face to face meeting. Be fully prepared to negotiate, fully demonstrate your skills, experience and achievement. HR only process paper work.

this is because HR people probably not familiar with the hiring process, they only hire one people every few year; you requirement of salary match add extra work to them; they even not know how to proceed it for nobody did it before...if HR continue the process, they will have risk to do sth wrong, government people won't take that risk.
The best option is for them is to stop hiring you so they are all good... LOL.
