copay question, thanks

May I ask any of you how to do with the copay application?

My parents have retirement income from china and I am planning to report on Copay application form (they should be qualifed based on the criteria), however if I put income on the form, i need some proof showing their income....they donot Notice of Assessment yet, and they do not bring paystubs from china...

Anybody here had this kind of situation before?
