It is true insofar as newer houses are concerned. Older houses may not have the long stem water faucet. Long stem faucets are designed so that the water pipe end that comes in contact with the valve is well inside of the insulated wall thereby preventing freezing to occur. I would say houses built in the last 30 or 40 years should be good. Not sure the exact cutoff year would be.It is true.
Actually as long as the outdoor water valve is not attached by a hose, you don't have to turn off the indoor valve in the winter.
It is always wise to disconnect the garden hose before the winter season.
