Name: Rui Bin Xu. Aliases used: In Vancouver, Andre RBin. In Ottawa, Franklin, MacGerald, Benjamin.
Build: tall (approximately 5’ 8” to 5’10”), slim. Xu wears a long dark blue overcoat in the winter, dark pants, black shoes, white shirt. Checkered light green sweater.
Profile: He doesn’t speak English very well, stutters often. He’s stubborn, odd, his behavior is questionable, fits in poorly everywhere he goes, is violent, and dangerous. He’s not able to live at any one place for very long because he doesn’t fit in very well with others. He has really bad body odor. He showers very infrequently, and wears the same clothes daily. He doesn’t care about personal hygiene. He has mental issues. He is a chronic liar. He has committed numerous mischief crimes in Ottawa. He creates disturbances at public facilities, and shopping centers. He can often be seen walking around the streets of Ottawa late at night, probably going somewhere to cause vandalism. He’s well known by the Ottawa Police Service. He believes he’s suffered racism by Ottawa Police Service and Canadian governmental institutions. He has a chip on his shoulder and takes vengeance against people he perceives he has a grievance with, real or imagined. He doesn’t work. He has spent much time in jail and jail is not a deterrent for him to stop committing acts of vandalism or other crimes. He is often assessed by a physiatrist in mental health court and is often ordered observed for 30 days, but the mental health assessment bar is so low that he always passes and never receives psychiatric treatment or never is institutionalized in a place like the Royal Ottawa. When he’s being assessed, he is deemed not to be a danger to himself or others. The criminal court system fails the people he has vandalized because even if or when he is charged with mischief and arson, the jail time he receives is not very long. The only method to stop his acts of vandalism is through the mental health area, but as stated above, since the bar is so low, the system fails him and his victims also.
According to Xu, he’s been living in Canada since 2005, in Ottawa since 2007. This is false, since Benjamin Rui Bin Xu had a case on the docket of the Supreme Court of Canada against OC Transpo and the Ottawa Police service in 2006-04-05. He has lived in Toronto and Vancouver (March 2006). He’s currently living in Ottawa possibly since 2004.
He’s a Chinese foreign national with a permanent resident visa. It is believed that he doesn’t have any family in Canada.
He is seeking employment with “Canadian governmental institutions or the UN” as a computer systems administrator. His top 3 skills are, “social-warm communications, organizing and kidding.” With a resume like that, it’s hard to imagine why Canadian governmental institutions aren’t snapping him up to employ him.

He has been arrested for trespassing and breach of probation order on OC Transpo facilities numerous times in 2007 and 2008.
September 25, 2007-Benjamin Rui Bin Xu vs St. Laurent Center, Federal Court. The Federal Court didn’t have jurisdiction to hear the Plaintiff’s appeal dated Sept 14, 2007 against the St. Laurent Center. The plaintiff’s statement of claim, action and motion was dismissed.
He had a probation order from superior court that banned him from using the OC Transpo bus or be on their premises for 12 months, dated Jan 8/2008, due to his prior incidents (causing a disturbance?) with OC Transpo. He was ordered to report to a probation officer, not attend any OC Transpo site and use their transportation services. March 12/08-His Lawyer got a variance-The probation order is to be terminated immediately.
February 8, 2008, the RCMP Commercial Crime Section intercepted a shipment of money orders/cheques which were destined to his address which were believed to be counterfeit. The items were seized for analysis and if found to be fraudulent, they will be destroyed.
He has committed some acts of vandalism against home owners:
2008-Throwing rocks and breaking front door windows several times. He was charged with mischief on some occasions and spent time in jail.
September 2009-Xu used gasoline to burn the front entrance of a house North of Barrhaven. The outside of the entrance was on fire, the fire department had to be called to put out the fire.
October 2009-Xu used gasoline in the front entrance of a house in Barrhaven and on the siding. He burnt the front door and the siding.
October 26, 2009-He was cleaning socks with gasoline in the sink of the house he was living in. He was arrested and is believed to still be in jail.
He has been banned from Ottawa public libraries (2009).
