PR是不能恢复的。
PR过期，他们都不如同他们一样的普通中国公民申请个签证容易。

我高中同学跟你朋友情况类似，大概情况是： 我高中同学一家也曾有PR，后来放弃PR回国了。但他们并没有通知加拿大政府说放弃PR，他们就是任PR过期，也不打算再要了。去年他们一家想来加拿大旅游，申请旅游签证，加拿大使馆大概是查出他们一家有过期PR，不给旅游签证，要办旅游签证，先要他们一家把护照交上，办个申请，表明他们一家放弃PR，之后才能办旅游签证。
