Analysis the following points:
1) traffic is fixed, it's hard to imagine too many visitors will be in government-centric locations
2) food cost pretty will be fix to higher
3) retail prices cannot go up too much, will just drive customers away
4) control payroll, according to your schedule is mostly 1-man show, can't lower it any further
So your 120k cash flow seems very restricted.
