I have contacted Passport Canada regarding the passport renewal and got the following responses:
You may submit an application 12 months prior to the expiry date of the passport you currently hold.
However, you may submit a passport application sooner, for one of the following reasons:
·Change of appearance;
·Change of tombstone data (change of the information appearing on page 2 of the passport - not eligible to submit Form PPTC 054, Adult Simplified Renewal Passport Application for eligible Canadians applying in Canada or from the USA);
·New passport technology;
·Limited validity passport;
·Postings abroad; or
·Visa pages and travel requirements.
Please ensure to join with your passport application a note providing the reason for submitting earlier than 12 months prior to the expiry date of the passport you currently hold.
Please note that if you apply earlier for a new passport, the remaining validity of the passport you currently hold will not be transferred onto the new one.
