Rogers 向某著名网络设备供应商定制了一个Feature美其名曰Packet Shaping,在西部时间白天将P2P速度降到30KBps,相当于拨号上网的速度。要被他盯上,会降到0 Bps。 http://communityforums.rogers.com/t5/forums/forumtopicpage/board-id/Getting_connected/thread-id/893
Oh yeah they are throttling p2p, an everything else they chose to. I have Ultimate, an when i download from a hotfile fileserver or from a filesonic i can maybe get 1.2-5 meg/sec at any random time, but then i go back on about 1/2 hour later an i can't d/l any faster then 200/k a second.. Rogers is controlling it the way they want.. I am actually trying to get some of my money backf or the last 3 months... this is just obsurd why they keep throttling.. i remember when they first got cable an that was amazing, an now they are the turtle again.... upgrade their systems... got korea is using gig lines now come on an their like 27/bucks a month equiviliant....

it has been open secret that Rogers engages in packet shaping, conduct that limits the amount of available bandwidth for certain services such as peer-to-peer file sharing applications. Rogers denied the practice at first, but effectively acknowledged it in late 2005.

Rogers does throttle P2P transfers using the BitTorrent protocols through the use of Cisco pCube Service Engines. It does this by dropping occasional packets. This causes the TCP/IP stacks of the sender and receiver to significantly slow down transfers.

Unlike the previous sample configuration where P2P traffic is dropped or blocked, this sample configuration objective is to permit with restriction. The restriction is that all P2P traffic will be limited to only 8 kbps bandwidth. Any attempt from P2P traffic to use more than 8 kbps bandwidth will be dropped or blocked.
