You'd better ask D&V people. D&V is the one department of minster of transpotation of canada. The full name is Drivers and Viechles.
Don't just follow the BBS people. This is a serious question that you need to know exactly.

There are sevral D&V office in ottawa.
I know there is one in linlcon field shopping mall, one in a shopping mall on Carling at Merivale, and one on walkley near baycreast. Good luck to you.

By the way, anything about plate or licence is definatly their duty. They also have the online service.
