Date of deemed service就是意思你必须要这个日子去到给出的地点，完成以上提供给你的那些选择的选择。
你选择了某一项之后无论是第一或第二，然后他们会再给日子你去完成你所选择的。
所以也是一个最后限期，只是不是这整件事的最后限期。

我理解因为这样的罚单都是通过邮局寄出的，所以以签发日期为准不很公平，所以给出这样的一个“被视为递交到你手中”的日子。从递交日起一般会有14天的时间允许你去有关部门申诉。不过，这只是我的理解。还是问村长吧，他精通。@ccc

这不是罚单明白吗？这信上说的是让收信的人在这一天去作出信里所给的选择解决方式，但并不是罚款限期。

不大明白怎么回事，从来没有遇到过。因为自己的确不小心闯红灯了，过错在自己。就是希望能减少罚款，本人已经知道错了，以后会多家小心。这个情况该选哪个？ note里说的，是要我26日去，还是26日以前去，看不大明白这些英语。within, 应该是之内吧。
