这么回答比较合适：
Taiwan isn't a country. Officially, it is a renegard province of China. And it would stay that way until Taiwan officially declares independance and is accepted by the United Nation. Quebec doesn't declare independance. Thus Quebec can only be regarded by public as a province of Canada, even if Quebeckers believe that Quebec is a country.

Quebec doesn't declare independance because the majority of Quebeckers is not willing to separate from Canada. So the only reason that Taiwan doesn't declare independance is the majority in Taiwan is not willing to separate from China.

I am wondering whether you are a canadian or not because your knowledge about Canada history is so limited even compared to our foreigners.

In 1980, the people of Quebec voted to remain in Canada. Why could Quebec vote? Because Quebec didn't accept the Canada Act, which means Quebec could separate from Canada easier if it wanted. This incident made federal government of Canada realize that it was urgent to induce Quebec to accept the Canada Act. Later Meech Lake Accord was designed by federal government to induce Quebec to accept the Canada Act.

Although the Accord fails to become law finally, it shows that the Canada government doesn't want Quebec to separate from Canada. If the Canada government agrees to Quebec independence, why it tries to pass the Accord?

我读渥大读ESL的时候，也有个讨厌的老师问这个问题。然后我肯定就说台湾是中国的一部分哦。我们班的那两个台湾女的就说不是，他们是TANWANESE。我也就问了你说的那个QUEBEC的问题，结果我老师很不屑的说，我们加拿大政府完全同意把QUEBEC独立出去，如果他们QUEBEC人民同意的话。结果是QUEBEC没有半数的同意独立出去。我无语。。。。所以，我再也不和老外讨论这种问题了。。。恼气伤神，而且还没有结果。

这个问题争论了也没有用~
中国政府至今都不表明态度,按兵不动~
历史课本上写台湾是中国一个省,可是除了我们自己这样认为,其他的人根本就不这么认为~
随便问身边的一个台湾人,他们都说自己是台湾人,不是中国人~
就好象你去问香港人一样,他们回答肯定先是香港人~
如果我们国家强盛,台湾就不会做美国的尾巴了~
