(5) A child of Chinese origin, born in Canada or other foreign country, applying for a Chinese visa is required to provide: 1. Birth certificate (long form which states parents' names. original and photocopy). 2. Both his or her parents' citizenship / immigration status. For example, passports (original or photocopy) and permanent residence cards / landing Papers (original or photocopy).
* Here we need the documents of citizenship / immigration status which the parents had when the child was born, and we need the recent valid photo ID of the parents.
* A child born in China, whose parents are both Chinese or one of the parents is Chinese when the child was born, has Chinese nationality, shall apply for a Chinese Travel Document at the Chinese Embassy.
(五）在加拿大或外国出生的具有中国血统的儿童（华裔儿童）申请中国签证，须提供:
1、儿童出生时父母双方所持有的国籍证明（如加拿大护照、中国护照）和居留身份证明（如枫叶卡、登陆纸、工作签证或学习签证等）的原件及复印件；

if you have evidence that an applicant was differentiated adversely by any Canadian visa officer SOLELY because he's 福州人, or any Canadian organization has declared its policy that 福州人 will be differentiated adversely among all other applicants from , then you do have a solid case against discretionary practices.
