how to inactivate IE[问题]

IE keeps popping up new windows whenever it runs, which always makes the computer stall. The problem is that when running Netscape, IE also auto-starts. I failed to delete the IE from the system. How to fix this problem please?

You should be able to remove IE from your system. On win 2000 pro, Start->Setting->Control Panel->Add/Remove Programs/:
on left side: Set Program Access and Default,
then kill it.
