    White House: Never Mind the North Korea Meeting, Trump Was Just Babbling

    Donald Trump snared headlines across the world by announcing yesterday he would meet with North Korea, breaking with years of American policy that held such a meeting could only happen if North Korea made concessions on its nuclear program first. It turns out Trump’s foreign policy masterstroke did not come as the result of a Metternichtian calculation but instead a completely spontaneous outburst.

    South Korean official Chung Eui-yong was in the White House yesterday meeting with other officials. Trump decided to see Chung right away; maybe Fox News was in repeats or something. Trump “then asked Mr. Chung to tell him about his meeting with Mr. Kim,” reports the New York Times. “When Mr. Chung said that the North Korean leader had expressed a desire to meet Mr. Trump, the president immediately said he would do it, and directed Mr. Chung to announce it to the White House press corps.”

    It sounds from this account that Trump had no real idea that North Korea has always wanted a face-to-face meeting with the U.S. president, and the U.S. has always imposed conditions. That would certainly be the logical interpretation of this account, given that, in the last week, Trump has confused North Korea with the other, extremely different South Korea, and demanded a laughably tiny $1 billion trade concession from China when he was supposed to demand $100 billion. It certainly appears Trump believed, in the moment, that North Korea had not been interested in a meeting until then, so he needed to take the deal before they changed their mind. Whatever. Art of the Deal.

    Will the Left give Trump credit on North Korea?

    So then the administration rushed out its breakthrough announcement. But now the administration has to slowly back away without quite acknowledging it is doing so. Press Secretary Sarah Sanders told reporters today Trump won’t meet with North Korea unless they offer concrete concessions beforehand:

    Of course, that’s the old policy. Which means Trump shot off his mouth and got excited and then his advisers had to explain to him why he can’t do that. Or maybe they haven’t explained it to him and are backing out without his permission. Whatever the explanation, the major policy change Trump announced appears to be completely moot because he plays the president on television but isn’t really president.

      蒂勒森24小时内自我“打脸”

      今天是蒂勒森访问非洲的第四天,他本应在肯尼亚出席一系列活动,却突然宣告取消。

      随行的国务院发言人戈德斯坦解释说:“国务卿先生因为处理国内的重大事件,比如朝鲜问题,经历了漫长的几天,身体感到不太舒服,因此取消了全天的安排。”

      蒂勒森被金正恩的突袭搞得措手不及,其实从这两天的新闻已经可见一斑了。

      3月8日,也就是金正恩发出对话提议的前几个小时,蒂勒森还曾经表示,虽然朝鲜释放出积极信号,但美国不会立即与金正恩政府进行谈判。

      他当时说,“我们需要保持冷静和现实。我早就说过,第一步是先举行(低级别)对话,关于对话的对话。”

      他在用词上刻意把对话(talks)跟谈判(negotiations)区别开来,以显示不会有实质进展。

      其实,当天韩国特使已经向美国转达了朝鲜的谈判意愿。刚刚与金正恩面谈过的韩国总统特使、青瓦台国家安保室室长郑义溶和国家情报院院长徐薰,8日开启为期四天的访美行程,主要目的就是向美国传递朝鲜的诚意。

      青瓦台透露,金正恩5日会见韩国特使团时表示,有意与美方开展无核化对话,并承诺对话期间将不进行核试或射弹。

      看上去,远在非洲的蒂勒森并没有充分信任韩国人的提醒。

      9日,金正恩突然宣布对话,特朗普也立刻同意,蒂勒森只好在不到24小时之内自我“打脸”,声称这一决定“一点都不让人意外”。

      然而他又表示,接受对话邀请“完全是特朗普一个人的决定”,暴露出国务院在这件事上其实没多大贡献。

      特朗普对朝政策同样混乱

      更糟糕的是,虽然白宫方面第一时间回应了金正恩的邀请,但是这看上去更像是特朗普一贯的心血来潮,而不是长期周密工作的结果。

      观察者网今天早些时候已经报道过,白宫新闻发言人桑德斯今天表示,如果朝鲜不在去核化上做出“具体的行动”,特朗普将不会见金正恩。这一态度与特朗普昨天的爽快大相径庭。

      而特朗普长期以来在对朝政策上就摇摆不定,在平昌冬奥会之前还曾经发表过不排除使用武力的言论。

      而且特朗普与国务院之间也明显缺乏协调性。最极端的例子是,去年10月1日,特朗普曾经在推特上公开否定蒂勒森的对朝工作。

      他当时声称,蒂勒森试图与朝鲜谈判完全是在浪费时间。

      有趣的是,在这条推特中,特朗普给金正恩起了个“火箭人”的外号,显示他对朝鲜领导人的敌意。而据《卫报》今天的报道,金正恩在会见韩国特使时,还拿这个外号开起了玩笑,来营造良好的氛围。

      难怪《纽约时报》评论称,白宫的表态混乱、“自相矛盾”,陷入了“一片茫然”。

      在这种背景下看来,中国在朝鲜问题上的坚定立场,就显得格外重要了。特朗普昨天同习近平通电话时,特别强调“习主席坚持美国应该同朝鲜开展对话的主张是正确的”。

      白宫可能需要从民间寻找朝鲜专家

      白宫和国务院的这一系列混乱可能反映了更根本的问题,那就是美国政府缺乏朝鲜半岛问题上的专家。

      据大公网9日报道,CNN引述一位白宫官员的话表示,如果美朝谈判道路进展到白热化阶段,特朗普政府考虑从白宫外寻求专家,解决与朝谈判的棘手难题。

      报道称国务院对朝政策核心官员尹汝尚突然退休,加上驻韩国大使出缺至今,华府内部欠缺胜任特使的人选,因而只能在外部物色朝鲜问题专家。这名官员透露,现在还未确定具体人选,但这名外部专家将辅佐蒂勒森,担任与朝进行“技术谈判”的角色。

      而另一方面朝鲜对这次历史性对话的准备显然更加充分。3月8日,朝鲜外务省证实前北美局局长崔善姬晋升为外务省副相。

      作为朝鲜国内的“美国通”,崔善姬近年可谓飞速晋升,2003年至2008年,她还仅仅是朝核问题六方会谈中的朝方首席翻译,如今已经深受金正恩信任。

    President Donald Trump is set to meet with North Korean dictator Kim Jong Un on June 12 at a swanky Singapore hotel for the first face-to-face meeting between sitting American and North Korean leaders.

    And the stakes are high: Just last year, the two leaders were openly threatening each otherwith possible nuclear war. Now, they’ll be sitting down to discuss the possible dismantling of North Korea’s nuclear program.

    North Korea says it wants to talk with the US to lower tensions. But getting here wasn’t easy. Kim’s opposition to the idea of full denuclearization caused some rifts in the planning of the summit; Trump called it off on May 24, then revived it eight days later. To convince Kim to even consider giving up his weapons, the US will need to make some serious concessions as well.

    There are reasons to be pessimistic about the meeting, but however it plays out, it will mark the most dramatic diplomatic moment of Trump’s presidency so far.

    Trump-Kim Singapore summit venue is set

    (CNN)The US and North Korea have settled on a venue for the summit between President Donald Trump and North Korean leader Kim Jong Un, White House press secretary Sarah Sanders said Tuesday.

    "We thank our great Singaporean hosts for their hospitality," Sanders tweeted.
    Delegations from the US and North Korea met four times last week at the Capella Hotel to hash out the logistics of the summit, with setting an appropriate venue for the summit at the top of the agenda.


    Sanders said Monday the meeting will take place at 9 a.m. local time on June 12 (9 p.m. ET on June 11).

    The red-shingled, colonial-style Capella is a five-star hotel on Sentosa Island, which boasts several resorts, hotels, two golf courses and a theme park.
    US and North Korean officials considered several other hotels in Singapore as potential locations for the summit, which will be the first meeting between a US and North Korean leader.

    Peacocks roam freely around the property, which features at least one pool.
    A top option from the beginning had been the Shangri-La hotel, a massive structure near Orchard Road that could be heavily secured while also providing an ornate setting. The hotel hosted a historic summit meeting between Chinese President Xi Jinping and Taiwanese leader Ma Ying-jeou in 2015.
    US officials, led by Joe Hagin, the deputy White House chief of staff for operations, negotiated with a North Korean delegation last week to determine the location and time for the summit. Security had been a chief concern for the North Koreans during the discussions, sources told CNN.

    The meetings often proceeded at a painstaking pace. North Korean officials are "sensitive to being dictated to," one source close to the talks said, and the Hagin-led team has taken pains to present ideas for the summit in a collaborative way.
    "Even if you're leading a horse to water, you have to do it in a way that is collaborative," the source said.

    The Capella is on the island resort of Sentosa, which is Malay for "peace and tranquility."
    North Korean officials in Singapore also needed to get sign-off on almost every detail with their superiors in Pyongyang, leading to one- or two-day intervals before they could reach an agreement on even minor logistical details, the source said.

    THE Singapore government is spending about S$20 million to host this week's unprecedented meeting between US President Donald Trump and North Korean leader Kim Jong Un, with security costs coming up to roughly half that amount.

    Prime Minister Lee Hsien Loong announced this on Sunday, adding that the June 12 summit will give Singapore global publicity and demonstrate the country's standing in the international community.

    "When the (US and North Korea) asked us to host the meeting, we could not say no. We have to step up and we can. We are capable of doing it, we have put some resources into it, and we can do a good job," said Mr Lee.

    "The fact we have been chosen as the site of the meeting, we did not ask for it but we were asked and we agreed. This says something about Singapore's relations with America and North Korea, and also our standing in the international community."

    Mr Lee said the S$20 million amount is a cost that the government is willing to bear, as this is Singapore's contribution "to an international endeavour which is in our profound interest".

    He made the point that Singapore was likely to recoup some of the costs of hosting the summit over time.

    "If you calculate the price of everything in this world, you will miss out on the really important things. In this case, what is important is that the summit is being held, and we are hosting it, not extravagantly but with due consideration to costs and making sure operational requirements are met," he said.

    Mr Lee was speaking to the local media after touring the summit's international media centre (IMC) at the F1 Pit Building beside the Singapore Flyer.

    He had earlier visited the Singapore Armed Forces operations deployment at Sentosa and the Home Team Command Post at the Police Head-quarters in Novena.

    Some 2,500 journalists and photographers from around the world are accredited to cover the summit, which is due to take place on Tuesday morning at the Capella Hotel on Sentosa.

    Mr Lee was accompanied at the IMC by Foreign Affairs Minister Vivian Balakrishnan, and Minister S Iswaran and Senior Minister of State Sim Ann from the Ministry of Communications and Information.

    During the media interview, Mr Lee said that Singapore had committed a lot of resources to the summit's logistics and security because of the profile of the meeting and the nature of what is being discussed.

    "It's purely a practical consideration. The scale is bigger, the number of journalists coming is huge, even more than what we had for the IMF (International Monetary Fund) and World Bank meetings (in Singapore in 2006)," he said.

    In terms of safety and security, he gave the assurance that there will be round-the-clock protection that covers all the bases - air, land and sea - against any attacks and mishaps.

    "The air force, navy, army, commandos, police, civil defence and hospitals are all on alert. This is a very major operation because it's a high-profile meeting and we cannot afford to have anything go wrong," he added.

    Mr Lee also said it was "not easy" to find a location in the world that is suitable to host such a high-level meeting.

    Both the US and North Korea have to agree on a venue that meets their requirements and is "politically and diplomatically" acceptable to them as well, he said.

    Mr Lee said that the summit has the potential to set developments on the Korean Peninsula on a "new path" towards denuclearisation.

    "The situation in North-east Asia, and the problem of denuclearising the Korean Peninsula, is one that affects the security of the entire region - not just North-east Asia, but the whole of Asia and in fact, more broadly, the whole world," he said.

    When asked for the sort of outcome that Singapore would like to see come Tuesday, Mr Lee said he hoped the summit "would lead to denuclearisation eventually, which will be a long process".

    "There are many twists and turns, but this is a first step to turning around a situation that was heading in the wrong direction," said the Singapore leader.

    Mr Kim's Air China flight from Pyongyang touched down at the VIP terminal of Changi Airport on Sunday at about 2.40pm, while Mr Trump's Air Force One landed at Paya Lebar Airbase close to 8pm.

    Mr Kim, who is the chairman of the State Affairs Commission of North Korea, headed to the Istana on Sunday where he met Mr Lee for the first time.

    Mr Kim said to Mr Lee: "The entire world is focusing on the historic summit between the DPRK (Democratic People's Republic of Korea) and the US, and thanks to your sincere efforts . . . we were able to complete the preparations for the historic summit, and I would like to thank you for that."

    Mr Trump, who is in Singapore for the first time since he took office in January 2017, is also due to have a separate meeting with Mr Lee at the same venue on Monday.
