Plan for building new Ottawa Central Library approved by Committee

The City’s Finance and Economic Development Committee’s today approved the implementation plan for the new Central Library. The City will build the library as a joint facility with Library and Archives Canada at 557 Wellington Street, with plans to open in 2024. The design services contract would be awarded by the end of 2018, and the design process would include public consultations.

The City would contribute $104.2 million to the $174.8–million facility, along with the entire cost for an $18.1-million parking garage. The 200-space, underground garage would be cost-neutral, based on estimated revenue.

The Committee approved a $60.9-million Brownfields Rehabilitation Grant for Windmill Dream Ontario Holdings LP, the largest such grant in the City’s history. The estimated additional property taxes will surpass the amount of the grant in 12 years. Remediation of 3 and 4 Booth Street would take approximately 10 years. The former industrial site, which takes up 16 acres of Chaudière and Albert Islands, would eventually house 1,121 residential units, 11,700 square metres of retail space and 66,500 square metres of office space.

Hydro Ottawa delivered a $1.9-million surplus to the City, according to a report approved by the Committee. The City will reinvest $1.3 million of the surplus in road resurfacing and $633,000 in energy-efficiency programs and upgrades to City facilities.

The Committee also approved using $1 million of funds from completed projects as a one-time increase in spending for pothole and asphalt repairs.

The Committee received its monthly update on the construction of the O-Train Confederation Line light-rail transit system. Highlights included images of built stations and updates on train testing, vehicle assembly, winter maintenance, public art and the Belfast Road Maintenance and Storage Facility.

Councillor Michael Qaqish, the Special Liaison for Refugee Resettlement, updated the Committee on refugee resettlement in Ottawa. Ottawa welcomed 4,685 refugees between January 2015 and February 2018. Staff will continue to work with community agencies to monitor trends and address emerging issues.

Ottawa welcomed more than 11 million visitors in 2017, 8.8 per cent more than in 2016, the Committee was told in a final report on Ottawa 2017 festivities. Celebrations Ottawa Inc. delivered more than 100 events and activities, including the Picnic on the Bridge, Mìwàte at Chaudière Falls, Red Bull Crashed Ice and La Machine.

Items approved at today’s Finance and Economic Development Committee will go to City Council on Wednesday, June 13.
