It is Doucet, btw.

Gibbons: Bar is set too low to deter fringe candidates in mayoral race

Bernard Couchman finished dead last with 0.51 per cent of the votes cast in Ottawa's last mayoral election.Wayne Cuddington / Ottawa Citizen

They are the barflies of municipal politics, fringe candidates in a mayoral election race, no-hopers with a greater chance they will suddenly acquire the ability to fly than actually win the election they’re contesting.

Still, they run, sometimes on a lark, often just to see their names in print, but occasionally lured by an honest belief – however delusional – that, on a wing and a prayer and maybe an unexpected alignment of the planets, they just might, you know, somehow, pull this thing off and win.

New rules were supposed to raise the bar on entry requirements for municipal elections in hopes of reducing the number of no-hopers who file nomination papers. That includes having to pay a $200 admission fee and obtain the signatures of 25 eligible voters who are willing to stand behind someone’s candidacy, even if they have no intention of voting for him.

Last election, six of eight registered candidates who ran for Ottawa mayor succeeded in securing less than two per cent of the popular vote, among them Bernard Couchman who finished dead last with 0.51 per cent. That hasn’t deterred him from tossing his hat into the ring again this year, perhaps in hopes of building on that 2014 result.

In 2010, fully 20 candidates stood for mayor, a dozen of whom couldn’t muster up one per cent of the popular vote. Some results were so poor it raised questions whether a candidate or two could even convince friends and family to support their nomination.

That same year in Toronto, 40 candidates vied for mayor, all but three of them securing less than 0.7 per cent of the vote.

Suffice to say these kind of turnouts make elections a farce and candidate debates a useless exercise, forcing the media to pick and choose those most likely to have a serious shot at winning and concentrate on their candidacies.

Couchman is one of three virtual unknowns who have registered so far to take on Jim Watson in this year’s election. He is personable, runs a small marketing company and offers a string of highly unconventional ideas during interviews he precedes with a rigorous regimen of push-ups and sit-ups. At least he did with me.

Hamid Alakozai was too busy for interviews, but you can learn plenty from his YouTube videos. Apparently, the Ottawa mayor’s job would be a transitional position for Alaklozai, who has greater ambitions of being the next president of Afghanistan.

He is self-described as “a close friend of the American elite,” which, according to him, apparently includes former U.S. president Barack Obama.

“He is currently residing in Ottawa, Canada, yet he is well known around the world,” we are told.

The third candidate running against Watson is a little more difficult to decipher. Michel Pastien offers this introduction in his LinkedIn profile:

“… my Leadership Campaign steadfastly exposes longtime major infra fiscal social issues … yet refreshingly infuses Longterm Big Picture Capitally inclusive 21st Century Solutions.”

His background includes stints as a “Chief Executive Realist,” an “Ace Change Agent” and an “Ace Forensic Sleuth” where, we are informed, he uses “Infra Social Media PR Leverage to elevate tangible unexplored evidence theories; and delight in discreetly helping ‘Niche’ cases culminate toward open sourcing shrewd mediating optimal counter-action, mutually happy solutions.” Whatever that means.

There are good arguments against raising the minimum requirements for prospective candidates in order to keep the door open to accommodate virtually anyone who wants to participate in the electoral process. But at the same time, a system with low standards is vulnerable to exploitation by people seeking personal aggrandizement or maybe hoping to build profile for their business.

A $200 entry fee, which is refundable if the candidate files audited statements after the campaign, is appropriate. Money should never be a barrier to fully participating in the electoral process. A reasonable fee at least forces a prospective candidate to have some skin in the game.

But obtaining the signatures of 25 eligible voters is too low a standard. If a candidate can’t clear a higher bar – say 1,000 signatures – then they really have no business running for mayor and clogging up the system.

But there’s another consideration here: Nominations close July 27. Let’s assume no other candidates enter the race for mayor before then.

What would happen if an unforeseen circumstance forced Watson from the race after nominations closed but before the October vote?

With Watson out of the race, which one of the three candidates identified above would you like to see mayor for the next four years?

Exactly.

Known devil is better than unknown angel。
