特朗普政府周五(1月31日)宣布新型冠状病毒为国家公共卫生紧急事件，并宣布了一系列临时措施，包括对自中国返美的美国公民实行隔离，并禁止近期去过中国的外国公民入境。
在白宫“冠状病毒工作小组”周五下午举行的记者会上，美国卫生与公共服务部部长阿扎尔(Alex Azar)宣布，从美东时间2月2日下午5时起采取下列临时措施：对过去14天去过湖北省的返美美国公民实行最长14天的强制隔离；对过去14天去过中国大陆其它地区的返美美国公民在指定口岸实行严格检查并要求他们在家实行有监控的自我隔离14天。他还说，特朗普总统签署了一项总统公告，暂停有传播2019新型冠状病毒风险的外国人入境美国，据此，美国暂时禁止在过去14天内去过中国大陆的外国公民入境，唯美国公民和永久居民的直系亲属例外。


根据特朗普总统签署的文告，列入例外的直系亲属包括：美国公民或永久居民的配偶、21岁以下未婚美国公民或永久居民的父母或法定监护人、美国公民或永久居民的兄弟姐妹，条件是双方均为21岁以下未婚、美国公民或永久居民的子女、领养子女或被监护人。
受美国政府邀请参与抗疫的外国人也不在暂时被禁入境者之列。例外者还包括前来美国的飞机或轮船上的工作人员、外国政府官员及直系亲属。
总统文告提到，2019年财政年度，每天有超过1万4千人以直飞和转机方式从中国前来美国，“美国政府无法有效评估和监控所有不断从中国抵美的旅行者。”
卫生部长阿扎尔说：“虽然这个病毒构成严重的公共卫生威胁，对美国公众的风险此刻仍低，我们正在努力把风险维持在低水平。我们致力于保护所有美国人的健康和安全，这项公共卫生紧急事件的宣布是特朗普行政当局采取的保护我们国家的一系列步骤的最新一步。”
在白宫的记者会上，美国公共卫生专家表示，采取这些措施出自于在武汉发现的新型冠状病毒的不确定性。他们指出，虽然美国流感也很严重，但现在的医学已经可以预测流感的季节性、可以检测、可以打疫苗也可以治疗，然而目前新冠病毒可以在没有症状的情况之下人传人，也没有准确的检测方式。新措施的用意是要“隔离病毒”。
美国国土安全部代行常务部部长职务的高级官员库奇内利（Ken Cuccinelli）周五表示，自本周日（2月2日）开始，来自中国的航班将只能在美国的七个机场入境。
美国交通运输部负责航空与国际事务的助理部长杰龙（Joel Szabat）表示，这并不是旅行禁令，而且也只是暂时的。被问到这样限制外国人入境，是否可能受到法律挑战，资深官员表示这仅是暂时的。
在美国做出这项宣布之前，世界卫生组织周四宣布在中国湖北省武汉发现的新型冠状病毒为全球公共卫生紧急事件。
从中国武汉爆发的新型冠状病毒已在全球造成愈万人感染。在中国，该病毒至少导致二百多人死亡。
