计票是先归类、打孔、整理成一叠，再一叠一叠地用计票机。报数据是先报给指定选务官方媒体，比如 AP。
两者都可以造成票数交替更新这样的现象，并不只是特定的州。
选务计票所是公开的、双方的选务监督员都去的。
Wisconsin 规定在双方差距低于 1% 的情况下，是会接受 recount request 的 (提出的一方要出 recount 所花的费用)
