请问，最早能在什么时候，什么地方知道自己的FINAL成绩？

well, actually, if you e-mail your Prof after 1 week or so, they should have all the marks by that time, and you can go argue your mark. It will take horribly long for the grade to be posted up at inforweb.

那个final report是infoweb 上面的grade report还是发给学生的official transcript?因为我看infoweb上面写着1月23号的时候才出grade report

You'd better argue your mark before prof hands in the grade paper, since it will be very hard to change your mark if the university posts it on the infoweb.

If you not satisfied with your mark, if you have time in the next term even next year, retake once.

grade report 的成绩就是你official transcrip 的成绩. Jan23 is the final grade you gonna get for your class, after that day, you can't argue directly with you Prof about marks, you will have to deal with faculty though. You should check with "grade inquiries" section for your primilinary mark, usually come out around Jan5th/6th. if you are not happy wiht the mark, u can go see the Prof and argue about it, and he has to change it before Jan 23rd. if you wanna argue, do it ASAP after you find out your mark, coz university system taking forever to change the grade.
