if i am not a OU student, is that possible if i borrow some books or materials from the library of OU? thanks a lot.

It is possible, but you may need to pay some charges. You can also borrow books through inter-library loan service at ottawa public library. They can find the book for you. If you are a student in Carleton, you have the privilege of borrowing books at UO without any fee.
