That's why I used the word "tips".
Using the tips from the link I posted earlier, you can use today's newspaper, put it beside your thermostat, and take a picture. This would show:
1. The picture was taken at date indicated on newspaper;
2. The reading is taken as indicated by the thermostat.
Repeat this at fixed intervals for a period of time. If I were you, I would take the temperature reading over a period, say 5 or 7 days, and at fixed intervals, say at 7am, at noon, at 5pm and at 11pm, so that you can demonstrate a continuous pattern.
My first post was taken from Ontario Tenants Association's FAQ, which was a useful resource for tenants in Ontario:
http://www.geocities.com/torontotenants/law/law.html#Q7
Also, if you'd just call the city number I posted (580-2400), and simply ASK, you'd have found out already everything you need to know about this by-law.

Are you talking about something in New York City? The link shows something about it.
You sais that:
"2. Take photos of the violations. A way to prove in court when
the violation existed is to include in the picture a banner
headline from a tabloid newspaper alongside the violation.
Then bring the picture and newspaper to court. This prevents
the landlord from claiming that the photo is old and that
the condition has been corrected."
How to take a photo about temperature?
Even you have a picture, which shows a thermometer that indicates minus 5,I would like to say that you just take the thermometer from the freezer.
We really appreciate if you could find a law, which sets the certain value of the temperature for Ottawa area.
