If it's used stuff, you don't have to pay tax.
For new stuff, it depends on where the seller is. If it's a provate seller in Canada, then you don't need to pay tax; if it's a store in Canada, then normally they charge tax.
If it's some new goods from outside of Canada, the seller won't ask for any tax but the Canadian custom will charge you tax.
