the coefficient will tell you the impact. the income penalty (loss) will be -1,573 for per 1 percentag point increase in unemployment rate.

The maximum unemployment rate should be 22 the constant 36,701/1573 = 22, please do the detailed calculation yourself. At this point the income will be negative..

do these make sense?

the second question could be answered as follows:

the mean for the unemployment rate is 1.525 and sd is 1.273, so once the unemployment rate is greater than 2.58 or 3.??? times sd , the result would be not reliable. check the book for the value of the confidence level at 95 % and 99%.
