请问一下办汽车保险的手续应该是怎样的

"一次付清一年的费用"是无理要求, 应考虑放弃之. 如果你提前取消, 一般要扣手续费, 剩下部分可拿回, 但所剩无几的, 特别是较差的保险公司.

same company i paid $1500 for 2 cars,i had one claim this year,they kick me out from there.

try to shop around before you settle for this one. Unless there is something you forget to monetion in your post (such as what is the initial payment, what for?), this company looks like a rip off.
