外籍华人则可由加拿大当地公证员或律师办理公证，经加各省政府指定部门或加外交部认证后送中国大使馆或总领事馆认证。
在哪里办公证啊?
现在问题是父母的委托书,只有一人签名行吗?因为有一方不在加拿大.

Apply a visitor visa for your child and apply 寄养 in China before the visitor visa expires.

Are you sure I do "Ji Yang"in China,no in Cannada?

cause the grandma need a file to bring her granddaughter abording plan.

Apply 寄养 is a way for your child to get a one year(in BJ) or three year(in Shenyang) visa(can renew it again and again and again till your child is 16 or 18) to stay in China. If you still apply visitor visa for your child after the first 6 months visitor visa(your child uses this visa to go back to China), I think(not 100% sure) the visitor visa can only be renewed twice, 3 months each time, so after one year (6 months + 3 months + 3 months), you child has to go back to Canada. Since it's all about renewing Chinese visa, you have to do it in (chu1 ru4 jing4 guang3 li3 ju2) China after your child's visitor visa is going to expire.

When my parents brought my son to Canada from Beijing in 2000, I wrote a letter saying: Grandparents are bringing grandson to Canada, if officers or whoever have questions and need to contact us, please call us at ...My parents didn't have an offical file to board the fight and they had no trouble at all. In Vancouver, they went through the channel for Canadians( fewer peole in line) because my son had Canadian passport.

This is my experience.

My daughter is Canadian too.所谓"易进难出"吧!
