Evaluating Hu/Wen with the mineral accidents is not fair to them. A similar example is the British Railway. Prime Minister Ms. Thachier sold the BR in 80's and the private holders invested nothing buy collected profits. ten years later, many rail accidents occurred in late 90's as a result of equipment deteriation and no maintenance. You can not blame PM Blair for these accidents, who has to invested four times money to repair the system.
In China, it was Jiang/Zhu who made the policy that lead to the huge gap between rich and poor, and the terrible education and health care reform left a mess for HU/Wen to clean up. Based on the work up to now, it would be more accurate to say that HU/Wen is better to normal and poor people and Jiang/Zhu is representatives of capitalists and rich people. Which Group are you belonging to?
