这样合法么,在阿根廷和在加拿大,有什么法律依据,另外,这比费用要不要PAY,如果PAY,那叫做什么
If the purpose of paying that fee is to "minimized the government's interferrence", then one can claim that it is a Bribery. (Is it by law that every company must pay that "fee" to operate the business? If so, then it will be a different story.)
Bribery is illegal in Canada. However, since it is only a Canadian Company that is located at New York, Canadian Law may not be appliable in this case. Perhaps it will be a better option to look into the Administrative Law ( and International Business Law, maybe?) area.
