VAUGHAN, Ont. -- Premier Ernie Eves has slammed local hydro utilities in Ontario for taking advantage of consumers during the electricity crisis plaguing his government.

In a fundraising speech in this town just north of Toronto Thursday night, Eves said some local utilities "have seen this as an opportunity to cash in on distribution charges and profit margins."
Eves also criticized the Ontario Energy Board, the provincial agency that oversees the province's electricity system.
"The Ontario Energy Board, who were supposed to protect consumers in the province of Ontario, that is their primary function, under the leadership of that great socialist (board chairman) Floyd Laughren, have sometimes seemed to protect producers and distributors more than they have consumers."
The Ontario Tories are currently reviewing the board.
Eves promised to fix problems caused by the opening of the electricity market to the private sector. But he also told the crowd his government plans to carry on with an open and competitive power system.
Eves, who has been under relentless pressure over hydro prices in recent weeks, was expected to announce a series of measures to deal with the soaring rates on Monday.
Among the measures the government has been considering are a preliminary rebate, which one report said would average $45 per household, and tax incentives to encourage new investment in generation. ...
