YOu didn't/Couldn't asnswer my "WHY". What is that "why" has to do with give an example???

You are making no senses.

Any election law on earth is the same: voters elect or vote for candidates, not a government directly. In other words, voters select people who can govern/serve them better. Does this make sense?

Can you think of any election law that regulates how to directly elect a government rather than vote for candidates?

BTW, in parliamentary elections in Canada, the provinces that are 举足轻重 are Ontario and Quebec, which hold most of the seats for the House of Commons.
