no. unsmart people decided who is smart people. smart people decided which way to go. instead of 2 tier system, it could be multiple-tier.

apparently, u r not among the smart group. china has tried in the past to bring it to a world power status by the so-called elites. these elites thought they were intelligent, better-educated and original. They failed. Though there was no harm in trying by the elites, serving a country does not require people be supersmart.
if u keep saying let the smart elites rule, the poet might lament again:
