在过去的例子中，牺牲制衡的情况下，效率往往很高，包括军队的效率。但这取决于那个最高权力的人是否明智，所以很不可靠。而最高权力者一旦失去理智，也是全体国民的灾难。

所以追求更高效率下的充分合理的制衡就是一个研究课题。如果搞通了这个问题，那么军队的效率也必然是高的。也就是说能够维持一支强大的军队。

美国人谋求单极核威慑的努力是不会成功的。别人不是傻子。

能统一全球的是法律为王。不是总统，是法官，是作裁判的法官和法律，无为而治，民不举官不揪。所以你说的那种原来的各国争夺全球总统权力的情况不存在。

美国人现在正在这样做呀。而他的制度到了沙漠地区并不那么好。那么我为什么没有理由相信，如果比美国的现有制度好，大部分人是会欢迎的。只有相对，没有绝对。这必须有一个和数个国家做出榜样。苏联失败过，可还会有尝试。也不能是前苏那样完全牺牲制衡的方式，必然是民主制度的再进化。

u r thinking like a US neo-con, the iraqis will open their arms to welcome. but a different kind of arms. US used to promote nation building around a nationality as a way to erode Russian power. Now it may meet resistance when it promotes democracy around naitonal boundaries.

美国人的体制还是有很大问题的，我在前面说过了。他把这种体制的缺陷作为武器来搞垮对手。可到了它需要把伊拉克稳定下来的时候，他也因为这种体制的缺陷而做不到。结论：温室的花朵，双刃剑。

体制是可以继续发展的。就好像人类社会也在不断进步。

it seems to me 体制 is replaceable. yesterday it was feudalism, today is caplitalism plus democracy and tomrrow might be something else; dictatorial capitalism is more likely. communism may also have a chance.

假设美国人的体制，在军力保证下，成功用到了伊拉克，伊拉克人民迅速恢复了和平幸福的生活，坚决地拥护这种体制，拥护这种世界大同的理想。那么绝对是进行抵制的伊朗，俄国和中国的噩梦。伊朗是有可能不战而降的，因为伊拉克也是什叶派穆斯林占多数。孙子兵法不战而曲人之兵。

理想社会 is only a 理想

我可没说美国是个理想社会。

美国法律的这个保释，是来源于英国式的贵族法律传统的。
法律是那样规定的。你可以废除那条法律。这与法官无关。维护社会的等级，甚至钱来保释，并不是错，能给人以进取的动力。

反过来说，我设想的系统下，一个法官的任命如果被民意陪审累计结果平衡来选举，那么可以减弱这种情况。

实践而已，没有实践怎么能看出未来的发展趋势。反正就是个效率和制衡的搭配问题。这不知道是不是我的独创？
因为我没有看到过有前人提出，社会体制就是在当时的社会条件下效率和制衡的搭配和配合问题。
马克思就是想依靠效率，牺牲制衡，把制衡的希望寄托在高度思想觉悟的无产阶级身上。
