我提前转一篇文章,今年8月。北京奥运开始招募义工。10万义工里面,将近有10%来自海外(包括港澳台地区)...主要以大学生为主体。作为海外学生的你,可能非常合适。因为大多数海外学生,会中文(普通话)及英语。所以奥运需要很多这样的义工。

BOCOC to start recruiting Olympic volunteers in August

(Beijing, January 27) -- The recruitment of volunteers for the Beijing Olympic Games is scheduled to begin in August this year and the work will be done online, a BOCOG official said today.

Li Shixin, who is in charge of the volunteers' work at the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG), said quality service of the volunteers is an important factor to ensure the success of an Olympiad.

As a key carrier of the Olympic spirit, the volunteers provide a direct channel and route for the public to participate in the Games and experience the Olympic charm, Li told the media covering the unveiling of the 2005 Top Ten News Stories on Beijing Olympic Games.

In 2006, he said, BOCOG will continue to improve the policy on the subject and launch the volunteer recruitment program for individuals in August. Submission can be made online.

FAQ about Volunteers of 29th Olympic Games & 13th Paralympic Games

Q: When will application start? How many volunteers will be recruited?

A: Those who reside in and outside of Beijing (including Hong Kong, Macao and Taiwan) and in other countries and regions and wish to become volunteers for Beijing 2008 Olympic Games may apply for the purpose. The open recruitment officially begins in August 2006 and ends at the end of April 2008. Approximately 70,000 and 30,000 volunteers will be recruited for the Olympic Games and Paralympic Games respectively.

Q: What are the requirements that the applicants should meet?

A: Basically, the volunteers are required to be 18 years of age or older by April 2008 (with no upper age limit). They should abide by China's laws and regulations, have the competence and quality required by designated posts, be willing to provide voluntary services for the Olympic Games and accept BOCOG leadership and management.

All of the Olympic volunteers should be able to use foreign language(s) to communicate. Besides, different jobs may have their specific requirements.

Those who meet the above-mentioned requirements and are willing to devote their time and energy to voluntarily serving the Beijing Olympic Games and Paralympic Games may make applications. Our prior consideration will be given to those who have the sense of social responsibility, outstanding moral character, certain experience in voluntary services and good record of social credit.

Q: What is the recruitment process and how do I apply to become a volunteer?

A: The recruitment process includes: announcement of demand and requirements, applicant entry, personal information verification, job pre-assignment and interview, preliminary job assignment, admission notice, mission acceptance and background verification. Those who finally sign the letter of commitment will officially become the Olympic volunteers to provide voluntary services for the Beijing Olympic Games and Paralympic Games.

Applicants can fill out and submit their application forms through Beijing Olympic Games and Paralympic Games volunteer recruitment website or send them by mail.

Q: What are the terms of employment? Who will bear the travel and accommodation expenses for volunteers outside Beijing and abroad?

A: We will keep the number of volunteers relatively stable through citation, award and relevant logistics support. Moral encouragement is the major form of stimulus to inspire the Olympic volunteers with passion and enable them to work in high spirit and obtain valuable and pleasant working experience.

Prior to the Olympic Games, BOCOG will periodically organize the volunteers to engage in various activities and disseminate them a special publication. During the Games-time, we will provide them with essential working conditions, including insurance, clothing, transport and food. Based on their service hours and service effect, we will give them an appropriate reward. Special award will be given to the volunteer collectives, individuals and volunteer service projects who made outstanding contribution and performance. Following the Olympic Games, appraisal and citation on volunteers' performance will be carried out.

In line with the normal practice of previous editions of the Olympic Games, the volunteers from outside Beijing and overseas need to bear the charge for their return tickets and accommodation in Beijing. However, BOCOG will provide Games-time volunteers with city transport and board.

Q: My children and some of my friends reside abroad and some of them hold a foreign passport. Can they apply to become a volunteer?

A: The Beijing Olympic Games is a grand gathering which the Chinese all over the world care about and look forward to. We will set up a special program to recruit volunteers from our compatriots in Hong Kong, Macao and Taiwan as well as the overseas Chinese.

Q: What kind of jobs can Games-time volunteers get?

A: Their jobs include protocol and reception, translation, transport, security, medical service, spectator guiding, articles' distribution, communication, competition organization support, venue operations support, media operations support, cultural activity support and others.

Q: I master many skills except for foreign languages, may I make an application?

A: All of the Olympic volunteers should be able to use foreign language(s) to communicate. Besides, specific jobs may have their own requirements.

Q: I will be 18 years old several months beyond April 2008, could you do me a favor and let me apply?

A: According to the age limit set by BOCOG, the Olympic volunteers must be 18 years of age or older by April 2008 (there is no upper age limit). If you cannot meet the age requirement, you are advised to take part in the "Towards Olympics" Volunteer Project, which is the way you may contribute to the Olympic Games too.

Q: What is the source and composition of Olympic volunteers?

A: The main part of the volunteers is university and college students in Beijing, with the rest being those from all walks of life in Beijing, those from various provinces, municipalities and autonomous regions on the mainland, those from Hong Kong, Macao and Taiwan, overseas Chinese and friends from foreign countries.

According to BOCOG, the volunteers will be composed of ten groups: university and college students, middle school students, those from all walks of life, those from all provinces, municipalities and autonomous regions, those in five co-host cities, those from Hong Kong, Macao and Taiwan, overseas Chinese, foreign students in Beijing, international volunteers and specialized volunteers.

Q: May I apply for being both an Olympic Games volunteer and a Paralympic Games volunteer?

A: Yes, you may make both applications concurrently to provide voluntary services for both Games.

谁拿了我的避孕套?
很多年前,有一本很有名的畅销书《谁动了我的奶酪》,今天套用这个书名,只想给大家提个醒。

  国家明文规定,每个育龄妇女每月可领取免费避孕套10只,平均每年120~150只。国家免费发放避孕药具的程序是这样的:各省将育龄妇女人数上报国家计生委药具服务中心,国家下拨经费给各省,国家计生委药具服务中心指定了上海、广州、天津等7个地区厂家负责生产“国免”避孕套,而后各省直接从这些生产厂家购买,再一级级发放到市(地)药具管理站和县(区)药具管理站,最后到街道办事处,办事处根据各机关、企事业单位提供上来的育龄妇女人数发放到育龄妇女手中。国家明文规定严禁将免费提供的避孕药具进入市场销兽。我国每年用在免费避孕药具采购的资金超过4亿元人民币,这大致相当于2005年国家为竞技体育投资。

然而最近在一篇报道中看到这样一则新闻,某某大药店将国家免费发放给妇女的避孕套公然拿出来卖。我相信这样的行为绝对不止发生在这一家药店里,你想啊,一年有超过4个亿的人民币用以采购免费避孕药具,这中间有多少人真正去领过属于自己的那120只避孕套。且不说有多少人领取过,到底有多少人知道自己可以免费领取这120只避孕套呢?既然制定了这样一项利国利民的政策,我们政府在宣传方面又做了什么呢?光是一纸明文规定,如果不是专门从事这方面工作的人,又有多少人知道这样的一项政策呢?

我相信每个人(包括计生委的这些官员)都可以看得出来这些问题的答案,知道可以免费领取的人肯定是少数。这我就不明白了,国家每年花这么多钱投入这样的一项事业到底是为了什么?这样的一笔巨额的投资到底有没有真正让广大人民群众受到实实在在的利益,而这些官员又是如何把这些没人领取的避孕套处置掉,是等下一年继续有人来领还是另做他用?为什么一直都没能给出一份报告?难不成这些避孕套都自己蒸发掉了?如果真是自己蒸发掉的,那某某大药店里卖的免费避孕套又是从何而来?这不禁让人想问问那些计生委的官员,到底谁拿了每年属于我们的那120只避孕套?

面对这样一个大的腐败漏洞,为什么没有更好地配套措施的颁布来弥补这样一个漏洞?对这样的一群潜在的社会主义蛀虫,对国有资产的流失有多严重?我们假设有一半的育龄妇女知道有这样一个政策,我相信绝对到不了这样的一个数据,毕竟一半的育龄妇女少说也有将近一两个亿的人口了。但即便是真的有,又有多少育龄妇女会去拿呢?我相信这个数字应该是一半的一半。虽然也不可能有这么多,但不妨做这样一个假设好了。那就意味着有将近75%的人没有领到属于自己的那每年120只避孕套了,如果国家每年投入的钱是四个亿,那也就说有三个亿的国有资产去向不明。每年国家这一笔帐上就损失了三个亿,只要两三年的时间,国家几乎就丧失了一座三峡大坝。也就是说这群潜在的蛀虫,只要两三年的时间就可以重新造一个世界第一的三峡大坝。总有一种腐败让我们气愤不已。

讲这些并不是说一定要行政执法部门出面制止这样的行为或是让国家直接取消这样的一项政策,而是我们应该有这样的意识,拿回我们自己的那120只避孕套。只要每个人都树立这样的意识,那自然就可以消除这样一群潜在的腐败分子,这比任何的反腐败都来得容易,也更有效。

所以,不管是谁拿走了我们的避孕套,都不重要,重要的是我们应该去把它拿回来。
