This is just my two cents. I'm an ECE, so I know for licensed day care, there should be a ratio(teacher-children ), Infant (1-3), toddlers(1-5) and preschools (1-8). For a standard licensed day care, infant at most 10 in a classroom with 3 teacher, toddlers 15 and preschoolers 24. Children's place has a bigger classroom. for example, they have senior infant room in toddler's room, but for the most of time, these two groups are together, and I know they are over ratio lots of time. for preschoolers, you can go and see how many preschoolers they have upstairs. there are several seperate room upstairs, but i know lots of time they have bigger groups than standard one. Lunch time is always over ratio. Plus some of the staffs are not professional.
It is hard to find a good day care center. I suggest you to visit some good day care center like Early Learning Center at Algonquin College, look at the ratio, the interaction between staff and children, the room settings, how children play, you'll get a visual information.
Hope this will help.
