If you are PR, and if you are sponsoring your mother, if your sponsor application is approved, and your mother's immigration application is in process, then yes, you can try the 5 year multi-entry visa. The success rate in this situation is pretty high.
If you have not done the above or do not understand the above... then you probably will have to apply for single entry for her. Sometimes you can get one year multi entry if she's got visitor visa a few times in the past.

Yes you can try the five-year-multi-entry visa. If your sponsorship application is approved, you would have a better chance. If not, the visa officer might have to see a lot of documents in order to determine if you qualify. It is your responsibility to provide. Don't wait till they ask you. They are lazy. If you provide, they will read. If you don't provide, they might just give you a single entry.
The related info can be found at this link. It's a document. Read section 5.13 and section 16. It explains exactly what criteria you (the sponsor/host) must meet in order to issue your mother a multi entry long term visa. In a nut shell, the requirement is almost the same as the sponsorship.
