请教关于建FENCE的一些法规

后院对面和两家接邻，其中一家已经建了铁丝网FENCE。另一家要求在剩下一段上建木FENCE，我觉得一段木FENCE，一段铁丝网FENCE不好看，并建议建铁丝网FENCE，邻居不同意。因此一致同意不建FENCE。

最近，邻居在紧挨着两家分界线(lot line)一边种灌木，并在紧挨着两家分界线上插上约半米高的铁丝网（不是用于建FENCE的铁丝网）来阻挡灌木越界。

我的问题是：
1。 邻居可不可以在紧挨着两家分界线上插铁丝网、种灌木以此作为FENCE？

2。 因为我知道，如果单方建FENCE须往后退一定的距离。我的邻居是不是也要往后退？退多少？

3。 根据CITY的规定：No person shall erect a fence or cause a fence to be erected unless the fence is constructed and supported in a manner commensurate(相称的) with the design of the entire fence.
邻居的这种FENCE是否符合此规定？

I don't think you neigbour did anything wrong. He planted tree in his side. even without"半米高的铁丝网" He is ok. You only have rights trimming a little when branches grow over your part of land.

How far away from the property line should the fence be built? Is it ok to be built only 1 inch away or 6 inches away?

The City bylaw doesn't define how far away the fence can be built from the property line, so you neighbour can just build it 1 inch away from the property line. However, the post foundation could be much bigger than what it looks above the ground, so it is safe to back up a few inches to have the fence installed.

6 inch is a safe distance practiced by most fence contractor. The City of Ottawa bylaw has no regulation on this matter.
