I had the same problem. I called immigration office here and was told that you do not do this at first. If the embassy in China ask you to do it, you do it. Therefore, I do not include it in the application. In order to make sure, you can call the immigration office here in Canada to confirm it. You can find the phone number in the letters you got from them.
