[FONT=宋体]孙中山领导推翻了满清，建立了共和，提出了五权宪法和三民主义。 五权宪法在初创阶段没有被进一步理解和领悟，没有把考试权和弹劾权定义为选举制度的选上和选下的分立。民国初年，中国的政治制度在议会制和总统制之间来回摇摆。大清要搞立宪那自然是内阁制，孙中山不同意推翻了他，搞成了美国类似的总统制，然后袁大总统上台，孙中山立刻把政府形式换成了内阁制，总统成为虚位。原大总统不满意，于是又取得了实际权力成了总统制。然后袁大总统还不满意，要称帝，那么必然又是内阁制。复辟，推翻，于是又成了总统制，然后张勋也来把复辟，那当然是大清立宪，内阁制。然后段祺瑞再重新搞 回来。政府好像走马灯一样的换，据说有200多个政党，然后军阀们还要动枪动炮，说是多党制动乱一点也不冤枉。[/FONT]

[FONT=宋体]台湾现在的政治制度，就是民国初年乱相的继续和翻版。因为地方比较小了，因为人少了，因为经济发展了，因为没有军阀，都是国民党党军的底子，所以乱得比民国初年好些而已。当初北洋政府战败，哪怕不再被国际认为是中国的合法政府，也要撑撑门面的，用他们当时的五色旗搞搞北独，那也是某些外国势力要怂恿的。这个也有异曲同工之妙。[/FONT]

[FONT=宋体]现在台湾是双直选，类似美国的总统制，那里的宪法已经被修改了很多次，那里已经有人在嚷嚷修宪，把总统位置虚设不给实权，也就是改成内阁制，似乎又要来个来回摇摆，还是因为这个五权宪法的没有深刻理解。哪怕共军不攻过去，那里也有的乱。[/FONT]

[FONT=宋体]考试权和弹劾权成了聋子的耳朵。选下要交给民众，民众直接弹劾恶劣细胞， 保持官僚体系的健康，选上交给治国专家群体，加上中央政府考试权异地为官来约束，形成现代民主郡县体制而不是联邦结构。而现有西方体制都是选上选下的二合一。五权宪法如果被这样的深入理解，绝对要超越西方的政党政治类型的民主体制和联邦结构。[/FONT]

[FONT=宋体]反过头来，话说共军这边也有很有趣的变化，虽然还是那只毛泽东的军队，但是经济制度不再是共产，倒有些民生的强调，贫富分化似乎有些像孙文初期在广州建立党国体制政府的情况。当然，现在的党国政府领导的经济和军事力量，比那时候强大得多。台湾的武器就好像当初北洋政府一样，洋务运动，袁大头那时候和后来，花大价钱从国外买来的。当初北洋军遇到孙中山的民军的时候，大多占上风。北洋军遇到以黄埔学生军为骨干的国民党军的时候就被打的希哩哗啦了。台湾的军队，据说还被陈水扁阉割了一下子，把政战工作取消了，消去了党军的最后一点灵魂，那么就更像当初的北洋军了，武器好也不管用的，虽然自己还没有相互打内战。从蓝绿对抗的热闹劲儿看来，也差不多了。[/FONT]

[FONT=宋体]现在有人总说，这个台湾是民主的灯塔，而且这些民主灯塔的倡导者总是惋惜当初没有沿着北洋政府的路子走下去。我看这样就不要怂恿台湾独立了，外国势力是靠不住的，当初北洋军就没有指望上外国势力什么。台湾的国民党在这点上还是比较明智的。[/FONT]

[FONT=宋体]从这上面来说，现在的台湾类似于民国初年在北方割据的北洋军阀，枪炮子弹在小岛上施展不开，另外地方比较小，有了些钱也要文明些，换成了印刷的选票,议会的拳脚和土造枪的两颗子弹。孙中山实际上确实是党国体制的始作俑者。老共总是说自己是孙中山的正根，从这些角度上来说，真是正确。[/FONT]
