one year probation period is common for GoC jobs. the salary is set by the collective agreement (agreement between union and GoC). The level your classification determine your salary range. It is published in Treasure board's document
 
1. One year of probation is kind of standard for most governmental indeterminate positions.
2. You have all the benefits during the probation period for a government's indeterminate position.

does anyone has experience of relocation? I situation is I want to move to ottawa first, then my family will move to ottawa after about 3-4 month, will this ok to claim the relocation fee.

Usually regular employees report to manager, managers report to director, and directors report to director general.
You must get a director position so you need to remind the DG.
It is good to hear that a Chinese get this high level position in government.
Or the DG in your department needs to take care all the HR work himself.
 
only if the contract is more than 6 months, even 1 day more, people can get all the benefits.

you can get the health insurance starting from the first day of your work if you are offered an indetermined position. for your case, the health benefit is nothing related to the probation period. also, you can have the dental benefit after 3 months of your work.

contact your compensation advisor to ask provide related information if you want to claim medical expense before getting the health card and dental card. usually these two cards will be provided in 5 or 6 months, but it will not affect your claim.

that is not right, after you apply for it you will get it the first day of next month. for example you applied on 24th Feb, you will get your health insurance from 1st March.
