Usually regular employees report to manager, managers report to director, and directors report to director general.
You must get a director position so you need to remind the DG.
It is good to hear that a Chinese get this high level position in government.
Or the DG in your department needs to take care all the HR work himself.

另:我也不知道Probation完了他们要干什么,在我提醒后,收到一封congratulation的信,就完事儿了...

My understanding of the government reporting structure is like this, choose the finance function for an example:

CFO <--- DG (Director General)<--- Executive Directors <--- Directors <--- Senior Financial Analyst or Manager <--- Intermediate Financial Analyst and Entry-level Financial Analyst

The title "Manager" is not used as often as before. In the finance funtion at least, a manager might be in the same rank as a director (at the FI-4 level), or the same rank as a senior financial analyst (FI-3 level).

From entry level to director, they belong to the "indeterminate employees"; from executive director to above, they are not permanent employees and are not represented by a union, so theoretically they could be fired if they make major mistakes, though this happens very seldom in the federal government. For those indeterminate employees, it is almost impposible to terminate them once they get the indeterminate positions.

Just my 2 cents and hope this helps a little bit.

Never heard of any problem passing the probation :) You'll be fine. As long as you do your job and get along with your colleagues (do not need to be a hard worker like in the private sector......), you will definitely pass the probation.
