According to the law, if your rental includes heating(check your lease agreement), and the temperature is lower than 20 celsius, you can refuse to pay rental. Give office a call, tell them you have evidence and witness and you refuse to pay next month rental. They will rush to your APT.

Don't buy any electrical heating. If it's necessary, the landlord should give you one.

唉，刚才OFFICE的人来了，说她什么也做不了，虽然温度是18那样子但是非常接近20什么什么的，总之就是要我忍着，还说这很正常，她家也这样什么什么的，可是她多壮啊，跟大母牛似的.....

Tell the Super, it is not your problem that the temperature is at lowest in the last 50 years. You are not interested in the excuses, and do tell them that you will not pay the rent if they don't improve the heating condition.

You can also send a official letter to the management, so that you can have the evidence, just in case if you have to go through the ontario housing and rental tribunal.

Remember, show no mercy to the landlord.
