I have similar experience. I received a bill from Primus stating I owe them money for a phone call I made. I never signed up with Primus. I don't how and why my phone supplier will become Primus. I filed a complaint with The Canadian Radio-television and Telecommunications Commission (CRTC) (CRTC Welcome Page). In my complaint, I told CRTC Primus stole my personal information and signing me up with their phone services without my authorization. CRCT follows up with the complaint, and require Primus to respond within 2 weeks. A representative from Primus phoned me and try to resolve the complaint. She canceled the charge and offered an apology. I inquired about how my phone service become Primus, and asked her to provide proof; of course, she was not able to provide any proof. This case is still in legal proceeding, and I can not disclose further.
